- Payroll Analyst Trainee 1
For appointment to the Payroll Analyst Trainee 1, you must have:
- A bachelor’s degree or higher.
- Payroll Analyst Trainee 2
For appointment to the Payroll Analyst Trainee 2, you must have:
- A bachelor’s degree or higher AND one year of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures.
OR
- A Juris Doctor, master's or higher degree in a related field
- Payroll Analyst 1 (SG 18)
For appointment to the Payroll Analyst 1 (SG 18), you must have:
- A bachelor’s degree or higher AND two years of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures.

A Juris Doctor, master's or higher degree in a related field AND one year of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
For 70.1, 52.6 or 70.4 transfer to a Payroll Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above, SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.
55b/55c Program appointment:

Traineeship salary information:
The position may be filled at the Payroll Analyst Trainee 1 equated to SG-14 ($56,655), Payroll Analyst Trainee 2 equated to SG-16 ($63,180), or full performance Payroll Analyst 1 SG-18 ($67,119) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Payroll Analyst 1 SG-18 following successful completion of the traineeship.
Duties
Reviews and audits payroll transactions for accuracy.
- Analyze data and resolve complex auditing problems for assigned and unassigned agencies.
- Run queries and initiate post audit review of transactions.
- Provide assistance to other audit staff and customers and determine corrective action for audit problems.
Implementation of statewide business processes which impact the weekly administration of the different payroll cycles.
- Entry level professional level. May supervise and guide subordinate Payroll Specialist 1 and 2 staff. Responsible for assignments to staff and/or monitoring daily/weekly completion of all work in the Executive Special Salary Treatments and Traineeships Unit.
- Assist and monitor staff with or perform the completion of the weekly review of transactions submitted by agencies in PayServ.
- Initiate post audit payroll reviews consistent with payroll business rules.
- Serve as the lead analyst on payroll projects and studies.
Provide payroll information to State agencies.
- Answer questions in the Payroll Earnings Mailbox.
- Provide all NYS agencies with salary information via telephone and email.
- Research and analyze salary history records.
- Coordinate staff responses to correspondence from employees and agencies.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
